UNESCO action plan for supporting Ukraine’s scientific ecosystem

On July 3, 2025, the Ñonference “Science and Innovation for the Restoration of Ukraine” was held, organized by UNESCO and the Ministry of Education and Science of Ukraine. The event was attended by more than 150 representatives of the domestic scientific community, government bodies, international organizations, the diplomatic corps and business. The Institute of Professional Education of the National Academy of Educational Sciences of Ukraine was represented by Olena Titova, Doctor of Sciences in Pedagogy, Professor, Head of the Department of Professional Pre-Higher Education.

During the meeting, the Action Plan for the Development of Ukraine’s Scientific Ecosystem was presented – a roadmap for supporting scientists, restoring scientific infrastructure and establishing science as a key element of Ukraine’s post-war reconstruction. The document has been developed since 2024 in cooperation with more than 60 Ukrainian partners. The plan provides for a set of measures to be implemented in 2025–2026, including: strengthening scientific infrastructure; supporting young scientists; actively involving Ukraine in European and global scientific initiatives; expanding formats of international scientific cooperation.

The UNESCO Action Plan was coordinated with the National Action Plan of the Ministry of Education and Science of Ukraine until 2027. It should become one of the elements of the future Action Plan of the International Coalition for Science and Innovation for Ukraine.

The key speakers of the event were: Oksen Lisovyi, Minister of Education and Science of Ukraine; Serhiy Dvornyk, Director of the Department of International Organizations of the Ministry of Foreign Affairs of Ukraine; Maximilian Rasch, Chargé d’Affaires ad interim of Germany in Ukraine; Lidia Brito, Deputy Director General of UNESCO for Science; Stanislav Dovhyi, President of the Junior Academy of Sciences of Ukraine; Kyrylo Beskorovayny, co-founder of the “ScienceatRisk!” initiative; Chiara Deczi Bardeski, Head of the UNESCO Office in Ukraine; Denis Kurbatov, Deputy Minister of Education and Science of Ukraine; Olga Polotska, Executive Director of the National Research Foundation of Ukraine; Anatoliy Zagorodny, President of the National Academy of Sciences of Ukraine; Yegor Pyvovarov, Advisor on Research and Innovation of the Delegation of the European Union to Ukraine and Olga Budnyk, Commissioner of the President of Ukraine for the Fund of the President of Ukraine for Support of Education, Science and Sports.

The participants were presented with the results of the assessment of the state of the scientific sector in Ukraine and coordinated strategies for its recovery. Effective support mechanisms were discussed that would help domestic science not only survive, but also develop rapidly.
