Cooperation with foreign partners
In 2025, the scientific institutions of the National Academy of Educational Sciences of Ukraine were actively involved in the implementation of over 50 international scientific and educational projects and programmes run by the American Councils for International Education, the British Council in Ukraine, the European Union, the European Training Foundation, the United Nations Office in Ukraine, the Organisation for Security and Co-operation in Europe, the DVV International (German Adult Education Association) Office in Ukraine, the Council of Europe, the World Bank, UNESCO, UNICEF and other international organisations and foundations. Scientific cooperation continued with 33 foreign members of the National Academy of Educational Sciences of Ukraine, representing 11 countries, as well as with scientific institutions and educational establishments in Bulgaria, Kazakhstan, Korea, Moldova, Poland, Uzbekistan, Finland, the Republics of Austria, Estonia, Latvia, Lithuania, Kyrgyzstan, the People’s Republic of China, Portugal, Slovakia, the Czech Republic, Hungary and France, the State of Israel, the Kingdoms of Spain and Sweden, Canada, the Federal Republic of Germany, Romania, the United States of America, the Swiss Confederation, Japan and other foreign countries, both within the framework of 35 cooperation agreements concluded by the National Academy of Educational Sciences of Ukraine and within the framework of hundreds of agreements concluded directly by institutions of the National Academy of Educational Sciences of Ukraine with specialised scientific institutions, educational establishments in foreign countries, international organisations and foundations.
The research institutions of the National Academy of Educational Sciences of Ukraine and individual researchers carry out expert work and are members of over 70 international organisations and scientific associations, as well as editorial boards of foreign scientific publications, including: the “Eastern European Mission” Charitable Foundation, the “Aspern” Charitable Organisation, the World Council for Gifted and Talented Children, the World Federation for Mental Health, the Global Union of Scientists for Peace, the European Association for Media and Information Literacy, the European Association for Adult Education, the European Network for Organisational and Industrial Psychology, the European Council for High Ability, the European Academy of Natural Sciences, the European Society for the Study of Traumatic Stress, the European Association for Psychotherapy, the European Confederation of Psychoanalysts and Psychotherapists, the European Association for Psychodrama, the European Federation of Psychologists, the European Federation of Academies of Sciences and Humanities, the International Association for Economic Research, the International Academy of Safety Culture, Ecology and Health, the International Society of Political Psychology, the International Council of Psychologists, the International Association of Applied Psychology, the Organisation for Security and Cooperation in Europe, the Eastern European Federation of Scientific Analytics of the International Academy of Sciences and Higher Education, “Ukraine and Ukrainians Abroad”, the World Organisation for Early Childhood Education, and others.
As part of the activities of the NAES of Ukraine under martial law, and with a view to fulfilling the tasks of the country’s post-war reconstruction and its European integration, and recognising the need to expand cooperation with state-owned enterprises and organisations, civil society organisations and higher education institutions in Ukraine in the development of international scientific cooperation, draft agreements have been drawn up, and memoranda of cooperation have been agreed and signed with thirteen institutions, civil society organisations and higher education institutions in Ukraine: the All-Ukrainian Public Organisation “Znannya” of Ukraine, the National Agency for Higher Education Quality Assurance, the Kherson State Maritime Academy, Kremenchuk Mykhailo Ostrogradskyi National University, the Public Organisation “National Academy of Sciences of Higher Education of Ukraine”, O.M. Beketov National University of Urban Economy in Kharkiv, the All-Ukrainian Public Organisation of Persons with Disabilities “Human Rights Union of Persons with Disabilities”, the National Academy of Arts of Ukraine, the State Institution “Ukrainian Institute for the Development of Education”, the Public Organisation “Ukrainian Peace Council”, the Public Organisation “Ukrainian Association of Foreign Policy” and the Sumy National Agrarian University.
Given the important role of education and science in Ukraine’s European integration process, in 2025, scientific institutions and higher education establishments of the National Academy of Educational Sciences of Ukraine prepared and submitted to the Ministry of Education and Science of Ukraine summary information on the integration of European integration topics into the educational process and research themes in scientific institutions and higher education establishments of the National Academy of Educational Sciences of Ukraine, as well as the National Academy of Educational Sciences of Ukraine’s responses to the questionnaire – Ukraine/Moldova – Section 25, Science and Research.
On the instructions of the Cabinet of Ministers of Ukraine, for the preparation of the first report to the EU on the status of implementation of the tasks of the Roadmap on the Rule of Law, the Roadmap on the Functioning of Democratic Institutions, and the Roadmap on Public Administration Reform, and the Action Plan on the Protection of the Rights of Persons Belonging to National Minorities (Communities) of Ukraine, information has been prepared on the conduct of scientific research and the organisation in 2025 by institutions of the National Academy of Educational Sciences of Ukraine of relevant scientific events to fulfil the tasks set out in the aforementioned roadmaps.
Organisational arrangements were made for the selection of candidates for election by the Academy’s General Meeting as foreign members of the National Academy of Educational Sciences of Ukraine: three citizens of the Republic of Poland, two citizens of the Federal Republic of Germany, and honorary doctors of the National Academy of Educational Sciences of Ukraine.
During the reporting year, meetings were held with Mr Andreas Klaus Reinhold Schleicher, Director for Education and Skills at the Organisation for Economic Co-operation and Development (OECD), Foreign member of the National Academy of Educational Sciences of Ukraine, Mr. Seymur Mardaliyev, Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan, Mr. Idris Kadyrkulov, Ambassador Extraordinary and Plenipotentiary of Kyrgyzstan to Ukraine, and Mr. Antal Heizer, Ambassador Extraordinary and Plenipotentiary of Hungary to Ukraine.
On the main directions of international activity in the context of contemporary European and American approaches to the internationalisation of leading research institutions and their successful integration into European and global academic structures, Academician Vasyl Kremen has prepared an article “International relations as an important area of activity for the National Academy of Educational Sciences of Ukraine” for the journal “Diplomatic Ukraine”.
Organisational arrangements were made and a seminar was held on “Developing international cooperation: opportunities offered by the EU’s Erasmus+ Programme for research institutions and educational establishments in Ukraine”, attended by over 150 representatives of research institutions and the State Educational Institution “University of Educational Management:” of the National Academy of Educational Sciences of Ukraine.
Academician Vasyl Kremen took an active part in international scientific events, delivering reports and welcoming addresses to participants, notably at a commemorative event and round table held to honour the memory of and mark the 250th anniversary of the birth of Countess Terézia Brunsvik, an outstanding representative of the European Enlightenment, a pioneer of pre-school education in Hungary, and the founder of the first nursery school in Budapest, which initiated systematic pre-school education in Central Europe; and an extended meeting of the Board of Directors of the NGO “Ukrainian Association of Foreign Policy”, among others.
Researchers from institutions under the National Academy of Educational Sciences of Ukraine took an active part in the 1st International Conference “I-Teach 2025: Innovative Approaches to Teacher Training and Professional Development” and in a competition organised by the National Agency of Ukraine for Civil Service in partnership with the Japan International Cooperation Agency (JICA). Following the results of the competition, A. Melnik was sent on a mission to Japan and the Philippines as part of the international training programme “Capacity Building for the Formulation and Analysis of Educational Policy to Improve Learning”, with the aim of exploring ways to broaden researchers’ awareness of global developments in education.
In May 2025, a joint meeting was held between the Presidium of the National Academy of Educational Sciences of Ukraine and the Committee of Pedagogical Sciences of the Polish Academy of Sciences on the topic “The Education of Ukrainian Children in Poland and Ukraine during the War: Challenges, Adaptation, Support’.
