REGULATIONS

on the Council of Young Scientists

of the National Academy of Educational Sciencesof Ukraine

(new edition)

1. General

1.1. The Council of Young Scientists of the National Academy of Educational Sciences of Ukraine (NAPSU) is a collegial, elected advisory body of the NAPSU, which brings together young scientists from scientific institutions subordinate to the NAPSU and the State Educational Institution “UMO” (hereinafter referred to as institutions subordinate to the NAPSU). The Regulations on the Council of Young Scientists of the NAPN of Ukraine (hereinafter referred to as the Regulations) are approved by the Presidium of the NAPN of Ukraine.

1.2. A young scientist is a scientist under the age of 35 who has a higher education degree not lower than the second (master′s) level, or a scientist under the age of 40 who has a doctoral degree or is studying for a doctorate.

1.3. The Council of Young Scientists of the NAPN of Ukraine (hereinafter referred to as the Council) consists of representatives of councils of young scientists of subordinate institutions of the NAPN of Ukraine.

1.4. The Council shall be guided in its activities by the current legislation of Ukraine, the Statute of the NAPN of Ukraine, resolutions and orders of the general meeting and the Presidium of the NAPN of Ukraine, and these Regulations.

1.5. The Council coordinates its activities with the first vice president of the NAPN of Ukraine, who, in accordance with the distribution of responsibilities among the members of the Presidium of the NAPN of Ukraine, is responsible for resolving issues related to the work with young scientists of the NAPN of Ukraine.

1.6. The Presidium of the NAPN of Ukraine facilitates the activities of the Council and may finance events and projects initiated by it.

1.7. The activities of the Council are carried out on a voluntary basis and are based on the principles of scientific ethics; freedom of scientific creativity; equality of all its members; transparency and openness in its work; voluntariness and collegiality; democracy; periodic elections and accountability.

1.8. The Council may have its own letterhead and logo.

2. Purpose, main tasks, and areas of activity of the Council

2.1. The Council carries out its activities with the aim of representing, protecting, and promoting the rights and interests of young scientists of institutions subordinate to the NAPN of Ukraine, ensuring their active participation in scientific research.

2.2. The main tasks of the Council are:

2.2.1. To unite young scientists of institutions subordinate to the National Academy of Educational Sciences of Ukraine in conducting scientific activities, to prepare proposals for the development of their grant, scholarship, and other forms of support.

2.2.2. To promote the involvement of young scientists in scientific competitions and the formation of teams of young scientists to carry out promising scientific projects.

2.2.3. To promote scientific activities, professional development, career growth, the realization of creative potential, and the provision of informational and organizational support to young scientists of institutions subordinate to the National Academy of Educational Sciencesof Ukraine.

2.2.4. Support young scientists from institutions subordinate to the National Academy of Educational Sciencesof Ukraine in conducting scientific, scientific-organizational, and scientific-educational events.

2.2.5. To promote the development and improvement of the scientific sphere in Ukraine and its integration into the global and European research space.

2.3. Areas of activity of the Council:

2.3.1. Facilitating the establishment of professional contacts between subordinate institutions of the NAPN of Ukraine, scientific institutions of Ukraine, higher education institutions of Ukraine, public scientific organizations, and foreign scientific organizations to deepen scientific cooperation and jointly conduct scientific, scientific-organizational, and scientific-educational events.

2.3.2. Ensuring information exchange among young scientists: dissemination of scientific and other information related to the activities of young scientists; provision of information on awards, scholarships, grants, conferences, schools, and other events to support young scientists.

2.3.3. Participation in the nomination of candidates from subordinate institutions of the National Academy of Educational Sciences of Ukraine for scholarships and awards for young scientists.

2.3.4. Organization and holding of scientific and scientific-practical conferences, seminars, schools, and other scientific, scientific-organizational, and scientific-educational events.

2.3.5. Popularization of science in Ukrainian society, in particular among schoolchildren and students, through the organization and conduct of excursions, lectures, “scientific picnics,” and other modern forms of educational work.

2.3.6. Preparation of proposals on improving social guarantees for young scientists of subordinate institutions of the National Academy of Educational Sciencesof Ukraine, in particular, improving the living conditions of young scientists through priority preferential youth loans for the construction (reconstruction) and purchase of housing, including the provision of official housing, creating opportunities for their health improvement, and providing adequate scholarships for graduate and doctoral students.

2.3.7. Delegating representatives of the Council to working groups (expert commissions) established by the Presidium of the National Academy of Educational Sciences of Ukraine to address issues related to the main tasks of the Council.

2.3.8. Creating and maintaining information resources of the Council in order to disseminate information about its activities, provide information support to young scientists, etc.

2.3.9. Organizing and conducting cultural, educational, and sporting events, as well as social projects.

3. Organizational and structural principles of the Council′s activities

3.1. The Council consists of the Council chair, his/her deputies, the Council secretary, and Council members. The Council may include associate members. The Council′s leadership must have a scientific degree, and Council members must have a scientific degree or hold the position of scientific or scientific-pedagogical worker or be enrolled in a postgraduate or doctoral program at one of the subordinate institutions of the National Academy of Educational Sciencesof Ukraine.

3.1.1. The Council shall be formed from delegated representatives of councils of young scientists of subordinate institutions of the NAPN of Ukraine, confirmed by an extract from the minutes of the meeting of the council of young scientists of the subordinate institution, at the rate of two representatives from each subordinate institution of the NAPN of Ukraine.

3.1.2. Within one month after the formation of the Council, its members shall elect a chairperson, deputy chairpersons, and a secretary. The chairperson of the Council shall be elected by secret ballot by a simple majority of the members of the Council.

3.1.3. The deputy chairpersons of the Council and the secretary of the Council shall be elected from among the members of the Council by open ballot by a simple majority of the members of the Council. Candidates for the positions of deputy chair and secretary of the Council may be proposed by the chair of the Council from among its members.

3.1.4. The composition of the Council and changes thereto shall be approved by a decision of the Presidium of the National Academy of Educational Sciencesof Ukraine. The composition of the Council shall be approved for a term of three years.

3.1.5. In certain cases, representatives of other scientific institutions, higher education institutions, public scientific organizations, and others may be invited to attend Council meetings in an advisory capacity, without acquiring the status of a Council member.

3.2. Powers of the Council:

- represents the rights and interests of young scientists of institutions subordinate to the NAPN of Ukraine;

- delegates members of the Council to participate in the general meetings of the NAPN of Ukraine;

- develops annual work plans for the Council and ensures their implementation;

- elects the chairperson, deputy chairpersons, and secretary of the Council;

- informs young scientists of subordinate institutions of the NAPN of Ukraine about its activities;

- submits proposals to the Presidium of the NAPN of Ukraine, state authorities, and public organizations regarding the resolution of problems faced by young scientists;

- performs other functions that do not contradict these Regulations.

3.3. The main form of work of the Council is its meetings. The meetings of the Council are chaired by the chair of the Council, and in his/her absence, by one of his/her deputies.

3.3.1. The Council holds its meetings as necessary, but at least once every three months. Extraordinary meetings are initiated by the chair of the Council or at least one-third of the members of the Council.

3.3.2. The Council shall adopt decisions by a majority vote of the members present at the meeting. In the event of a tie, the chairperson of the meeting shall have the casting vote. A meeting of the Council shall be valid if at least two-thirds of its members with voting rights are present.

3.3.3. The decisions of the Council shall be recorded in minutes signed by the chairperson of the Council and the secretary of the Council.

3.4. The Council may convene a general meeting of the councils of young scientists of subordinate institutions of the NAPN of Ukraine (hereinafter referred to as the general meeting). The relevant decision must be supported by at least half of the total membership of the Council.

The general meeting may also be initiated by a written request from at least one-third of the councils of young scientists of subordinate institutions of the NAPN of Ukraine, on the basis of which the Council shall take a decision within one month.

3.4.1. The general meeting shall be valid if at least two-thirds of the members of the Council and two-thirds of the delegates from the councils of young scientists of the subordinate institutions of the NAPN of Ukraine are present. Members of the Council and delegates from the councils of young scientists of the subordinate institutions of the NAPN of Ukraine shall have the right to vote on decisions taken by the general meeting. Decisions are adopted by a simple majority of votes cast at the general meeting.

3.4.2. The powers of the general meeting are:

- to hear reports and evaluate the activities of the Council;

- considering and preparing proposals on topical issues concerning the participation of young scientists from institutions subordinate to the NAPN of Ukraine in scientific research and other issues related to the protection of their rights and interests.

3.4.3. The Council may form temporary working groups to prepare decisions on issues within its competence. The working groups shall be composed of members of the Council. Scientists and teachers from other educational institutions may be included in the working groups.

4. Rights and duties of Council members.

4.1. Powers of the Chair of the Council:

- chairs Council meetings;

- distributes duties among the Deputy Chairs of the Council and Council members;

- organizes and manages the work of the Council during his/her term of office;

- represents the Council in relations with the Presidium of the National Academy of Educational Sciencesof Ukraine, state authorities, local self-government bodies, scientific institutions, higher education institutions, public scientific organizations, and the media, and performs other representative functions;

- interacts with other organizations in accordance with these Regulations;

- decides on the convening and timing of Council meetings, resolves other issues related to the preparation and conduct of Council meetings;

- signs the minutes of Council meetings, decisions, and other official documents adopted by the Council;

- monitors the implementation of decisions adopted by the Council and the general meeting;

- reports on the activities of the Council to the general meeting, annually and at the end of its term of office to the Presidium of the NAPN of Ukraine;

- exercises other powers that do not contradict these Regulations.

4.2. The Chair of the Council shall exercise his/her powers until a new Chair of the Council is elected. The termination of the powers of the Chair of the Council may be initiated by the General Meeting and/or at least one third of the total membership of the Council. The Chair of the Council shall cease to exercise his or her powers by decision of two-thirds of the total membership of the Council or by decision of the majority of the delegates present from the councils of young scientists of the subordinate institutions of the NAPN of Ukraine at the general meeting and in the cases provided for in paragraph 4.10 of these Regulations. In the event that the Chair of the Council terminates his or her powers prematurely, the Council shall delegate the duties of the Chair of the Council to one of his or her deputies. The acting Chair of the Council shall be obliged to complete the formation of the Council in accordance with paragraph 3.1 of these Regulations as soon as possible.

4.3. In the absence of the Chair of the Council, his or her functions shall be performed by one of his or her deputies as instructed by the Chair of the Council.

4.4. The Chair of the Council, together with his or her deputies, shall be responsible for the completeness and timely implementation of the annual work plan, tasks set, etc.

4.5. The Secretary of the Council shall be responsible for providing information support for the activities of the Council, in particular keeping the minutes of the Council meetings and storing them, preparing draft decisions of the Council, decisions of the general meeting, information notes, conducting official correspondence, etc.

4.6. The powers of the deputy chairpersons of the Council and the secretary of the Council may be terminated early by a decision of the Council if they fail to perform their duties under these Regulations. In this case, the chairperson of the Council may propose new deputy chairpersons of the Council and a secretary of the Council in accordance with paragraph 3.1.2 of these Regulations.

4.7. The Council′s management has the right to participate in meetings of the Presidium of the National Academy of Educational Sciencesof Ukraine.

4.8. A member of the Council has the right to:

- elect and be elected to the Council′s management;

- participate in Council meetings, express their views, submit proposals for consideration, and participate in free discussion of all issues under consideration;

- not support proposals adopted by the Council. In this case, a member of the Council may express his or her separate opinion in writing, which shall be attached to the minutes of the meeting;

- terminate his or her membership in the Council at his or her own request.

4.9. A member of the Council shall:

- comply with these Regulations and implement the decisions of the Council;

- fulfill their obligations in accordance with the distribution of responsibilities among the members of the Council;

- be guided in their activities by the goals, objectives, and directions of the Council;

- in their activities related to the competence of the Council, comply with the decisions of the Council and these Regulations.

4.10. The powers of a member of the Council shall be terminated by decision of the Council:

- in the event that the young scientist exceeds the age limit specified in the Law of Ukraine “On Scientific and Scientific and Technical Activity.” In this case, the member of the Council may continue to serve as an associate member with advisory voting rights until the end of the Council′s term of office, by a decision of the Council adopted by a two-thirds majority of its members;

- in the event of dismissal of a member of the Council from a scientific institution of the National Academy of Educational Sciencesof Ukraine, his or her membership in the Council shall be terminated automatically, except for admission to postgraduate or doctoral studies at an institution of the National Academy of Educational Sciencesof Ukraine;

- in the event of recall by decision of the council of young scientists of the subordinate institution of the National Academy of Educational Sciences of Ukraine, which he or she represented;

- in the event of systematic absence of a member of the Council from its meetings three times in a row without valid reasons;

- in the event that a member of the Council has notified in writing of his or her decision to withdraw from its membership.

4.11. In the event of the termination of the powers of one of the members of the Council, the council of young scientists of the subordinate institution of the NAPN of Ukraine, which he represented, shall, within one month, submit to the Council a new representative from the council of young scientists of the subordinate institution. The new representative shall perform the duties of a member of the Council until the end of the term of office of the Council.

4.12. Upon expiry of the term of office of the Council, a new Council shall be formed. The previous Council shall, within one month after the expiry of its term of office, organize the formation of a new Council and elect its leadership in accordance with the procedure established by these Regulations.

5. Final provisions.

5.1. These Regulations shall enter into force on the date of their approval by the Presidium of the NAPN of Ukraine.

5.2. Amendments to the Regulations may be proposed by members of the Council and shall be adopted by open vote at a meeting of the Council of Young Scientists of the NAPN of Ukraine by at least two-thirds of the votes of those present.
