Presentation of the Concept for Training Personnel for the De-occupation and Reconstruction of the Temporarily Occupied Territories

On 20 March 2026, a presentation of the Concept for the Strategic Development of the State Institution “Luhansk Taras Shevchenko National University” took place in the conference hall of the National Academy of Educational Sciences of Ukraine, in the context of human capital development for the de-occupation, restoration and further development of the temporarily occupied territory of Luhansk Oblast.

The event was supported by the Verkhovna Rada of Ukraine, the Ministry of Education and Science of Ukraine, the National Academy of Educational Sciences of Ukraine, the Luhansk Regional State Administration, the Supervisory Board of Luhansk Taras Shevchenko National University, representatives of Luhansk communities, the Special Operations Forces, and the Ministry of Internal Affairs of Ukraine.

The event was organised by the Luhansk Regional State Administration – the Regional Military Administration, Luhansk Taras Shevchenko National University, and the University’s Supervisory Board.

The presented Concept defines the conceptual foundations, strategic and operational goals, and tasks for the development of the State Institution ‘Luhansk Taras Shevchenko National University’ in the context of preparing human capital for the de-occupation, restoration and subsequent sustainable and high-tech development of the temporarily occupied territory of the Luhansk region, both during the period of martial law and in the post-war period, taking into account the institution’s existing potential and resources.

During the discussion, participants endorsed the Concept, highlighted the document’s relevance and necessity, and presented their own views on the processes and mechanisms for reintegrating the Luhansk region into Ukraine’s legal framework following de-occupation, the re-establishment of Ukrainian statehood, and engagement with the population of the temporarily occupied territory of the Luhansk region – both during the war and in the context of its post-war recovery and development.

In the opinion of those present, the Concept under discussion represents a vision for the future of Luhansk Oblast, in which Luhansk Taras Shevchenko National University is one of the key architects of the restoration of the native Luhansk region following de-occupation. At the same time, the Luhansk Regional State Administration acts as a unifying platform, a conduit for the state’s vision, and a developer of strategic guidelines for the de-occupation, restoration, and development of the Luhansk region for all stakeholders and sectors of activity.
