First Vice-President of the National Academy of Educational Sciences of Ukraine In 1988-1992 – Deputy Minister of Education of Ukraine, in 1995-2006 – Rector of the National Academy of Public Administration under the President of Ukraine, an honorary doctor of this Academy. Honorary Professor and Head of the Supervisory Board of T.G. Shevchenko National University "Chernihiv Collegium" Born on May 17, 1950 in the city of Baltyisk, Kaliningrad region (Russia). Graduated from the Faculty of Physics of the Kyiv State University named after T.G. Shevchenko (1972), post-graduate study of this University (1975), doctoral studies at the Academy of Pedagogical Sciences of Ukraine (1994) Expert in education, pedagogy, public administration. Researches the problems of organization, management, modernization of education in the context of national self-identification, European integration and world globalization. Author of the culture and information theory of education, one of the founders of universitology and foresight pedagogy, competence-based approach in education. Under his leadership in 1995-2006 the educational and scientific fields "Public Administration" (nowadays the integrated branch of knowledge "Public Administration and Administration") have been theoretically proved and practically implemented, and education and training of masters, candidates and doctors of science in public administration has been provided. Participated in elaboration of the Laws of Ukraine "On Education" (1991, 2017), "On Higher Education" (2014), "On Scientific and Scientific and Technical Activities" (2015), other legislative acts, the National Qualification Framework (2011). National Expert in Reforming Higher Education in Ukraine. Author and co-author of about 500 scientific and education and methodological works, including monographs, textbooks, manuals, encyclopedias, dictionaries, reference books, methodical recommendations, articles. Has trained 10 doctors of sciences and 11 candidates of sciences. Awarded the Order of Merit of ²²², ²², ² degrees, Honoured Certificates of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine, the Sign "State Service of Ukraine. For honest work ", the Sign of the Ministry of Education and Science of Ukraine "Excellence in Education of Ukraine", "For Scientific Achievements", "Vasyl Sukhomlynskyi", Award of the National Academy of Sciences of Ukraine “For Scientific Achievements”, medals of the National Academy of Educational Sciences of Ukraine "Ushynskyi K.D.", "Hrihoriy Skovoroda”. |
