The issue “On research at the Institute of Social and Political Psychology of the NAES of Ukraine on public opinion as a factor of educational reforms” was considered at the Presidium of the NAES of Ukraine

On June 19, at a meeting of the Presidium, the issue “On research at the Institute of Social and Political Psychology of the National Academy of Educational Sciences of Ukraine on public opinion as a factor of educational reforms” was considered. The report on the issue was presented by Svitlana Chunikhina, Deputy Director for Scientific and Methodological Work of the Institute of Social and Political Psychology of the National Academy of Educational Sciences of Ukraine. The chairman of the commission on the study of the issue of research by the Institute of Public Opinion as a factor of educational reforms was the deputy director of the G.S. Kostyuk Institute of Psychology of the National Academy of Educational Sciences of Ukraine for scientific and innovative work, academician of the National Academy of Educational Sciences of Ukraine Oleg Kokun.

The Institute of Social and Political Psychology of the NAES of Ukraine is the only academic institution in the country that systematically studies public opinion on educational issues and develops scientific issues on the problems of its purposeful formation. Since 2000 conduct annual monitoring of public opinion on the problems of national education and measures to reform it. The survey, as a rule, reaches more than 2,000 respondents from a sample representing the adult population of Ukraine, as well as youth aged 15-17. Monitoring studies were conducted within the framework of the implementation of joint programs of the Ministry of Education and Science of Ukraine and the National Academy of Educational Sciences of Ukraine.

The Institute has developed theoretical and methodological principles for conducting these studies, which ensures their effectiveness. The data obtained over the years of monitoring fully reproduce public opinion on education, reflecting, on the one hand, the state and dynamics of the development of education, its achievements and "bottlenecks", on the other - the problems of forming public opinion itself regarding these achievements and "bottlenecks". The results of the studies create the necessary evidence base for making strategic decisions in the field of education, neutralizing the risks of disrupting unpopular, but fundamentally important reforms.

The situation has changed in the context of the full-scale russian invasion, which was facilitated in particular by the new experience gained by participants in the educational process during the pandemic. Research conducted during martial law made it possible to identify a number of important trends in public opinion on education. Thus, the positive dynamics of public assessments of the domestic education system has begun to recover; citizens are recognizing the high adaptability of the education system to the extraordinary conditions of a full-scale war; citizens generally perceive educational innovations positively; certain positive developments have been noted in public opinion regarding the most unpopular reform - the introduction of a 12-year school term. At the same time, a chronic lack of awareness among citizens on educational reforms and innovations persists; despite a significant reduction in the corruption component of admission campaigns to higher education institutions, the level of public perception of corruption risks remains consistently high.

In total, 168 scientific works with a total volume of over 120 author′s sheets were published on the issues of public opinion research as a factor in educational reforms within the framework of the above-mentioned scientific topics.

The obtained scientific results were systematically implemented in educational and psychological practice. At the request of USAID, the Institute′s scientists took part in the preparation of the White Book "Restoration of the Educational Process in the Deoccupied Territories". Press releases based on the results of monitoring public opinion research on education issues received wide publicity in electronic media of general public and educational topics.

The Presidium approved the results of the activities of the Institute of Social and Political Psychology of the NAES of Ukraine in conducting scientific research aimed at studying public opinion as a factor in educational reforms.

At the same time, it was emphasized to continue the study of the state and problems of public opinion formation on issues of educational reform, paying special attention to the reform of specialized secondary education, as well as to popularize and disseminate the experience of the Institute of Social and Political Psychology of the NAES of Ukraine in the comprehensive scientific development of public opinion issues.

To provide in the updated Development Strategy of the Institute and current plans of its activities for the use of scientific research results to improve the qualifications of pedagogical workers, psychologists of the education system on the methodology, methods and technologies of public opinion formation by implementing relevant educational activities (courses, trainings, seminars) on a systematic basis.

It was proposed to consider the issue of the prospects for creating in Ukraine a National Consortium for the Study and Formation of Public Opinion as a Factor in Educational Reforms.
