Methodological seminar "Features of pension provision under martial law in Ukraine: challenges and prospects"

On May 1, 2025, the Bila Tserkva Institute of Continuing Professional Education of the Higher Educational Institution "UEM" of the National Academy of Educational Sciences of Ukraine held a Methodological seminar "Features of pension provision under martial law in Ukraine: challenges and prospects" as part of the meeting of the "Corporate Team Building Studio".

The organizer of the event is the Department of Pedagogy, Psychology and Management of the Bila Tserkva Institute of Continuing Professional Education of the Higher Educational Institution "UEM" of the National Academy of Educational Sciences of Ukraine.

The methodological seminar "Features of pension provision under martial law in Ukraine: challenges and prospects" was attended by scientific and pedagogical workers of BTICPE, teachers of professional (vocational) education institutions, heads and methodologists of educational and methodological centers of vocational education, students of advanced training courses, education seekers, master′s students and graduates of BTICPE, employers, customers of educational services and stakeholders. The seminar was attended by more than 80 participants from different regions of Ukraine (Kyiv, Odesa, Donetsk, Dnipro, Kropivnytskyi, Poltava, Mykolaiv, Kharkiv, Khmelnytskyi, Cherkasy, Vinnytsia, Sumy regions). Pension provision is the most important component of the social protection system of the population. Ensuring adequate pension payments is not only a way to guarantee the minimum standard of living of pensioners, but also a tool influencing  the social policy of the state and society as a whole. An effective pension system motivates people to work officially, pay pension contributions, which in the long term strengthens the country′s economy. Today, the pension system of Ukraine is in a state of crisis, which is primarily due to the war, the difficult demographic situation, emigration processes, the "shadowization" of the labor market, the reduction of production and the number of employed.

During the seminar attention was drawn to the discussion of the following topical issues:

pension system of Ukraine is a social system aimed at ensuring financial protection and social well-being of citizens;

factors affecting the effectiveness of the pension system of Ukraine;

ratio of birth rates, working people and retirees in Ukraine for 2020-2024;

the ratio of the population of Ukraine by categories in 2024;

dynamics of the distribution of the number of retires by types and amounts of assigned pensions, as of April 1, 2024 and 2025; prospects for reforming pension provision in Ukraine;

levels of pension provision in Ukraine;

types of pensions and their amounts in the solidarity system of Ukraine;

work and insurance experience;

insurance experience required for retirement during 2025-2028;

formula for calculating pension;

procedure for forming certificates of insurance experience.

In modern socio-economic conditions, awareness by every citizen of Ukraine of the importance, value and strategic role of insurance experience in forming the right to pension provision is of particular importance. A pension is not a manifestation of state charity, but is a direct result of many years of work and payment of mandatory insurance contributions to the Pension Fund.

After the speaker′s speech, a lively discussion took place, in which higher education students, students of advanced training courses, as well as scientific and pedagogical workers actively participated. The participants of the seminar raised a number of important issues, in particular, regarding the prospects for the development of the accumulative pension system, the possibilities of voluntary participation in insurance for self-employed persons, as well as the role of the state in the formation of a pension culture among young people. The event contributed not only to the deepening of knowledge, but also to the formation of a critical view of modern socio-economic processes in Ukraine.
