The National Academy of Educational Sciences of Ukraine is a state self-governing scientific organization providing methodological and scientific-methodical support for the development of the education sector, developing its legislative and regulatory framework, creating concepts and strategies for the development of preschool, general secondary, out-of-school, professional (vocational and technical), professional pre-higher and higher education, and conducting scientific research in the field of education, pedagogy and psychology.

The mission of the Academy is to serve Ukrainian society by conducting fundamental and applied scientific research and experimental developments at the highest level of excellence in order to scientifically and methodologically ensure the effective functioning and prospective modernization of education for the continuous development of a person throughout life from birth in a period of rapid civilizational changes, and the formation of competitive human capital of the Ukrainian state.

The vision of the Academy is a national internationally integrated innovative centre of scientific research and experimental developments, producing innovations in the field of education, pedagogy and psychology, implements educational, research partnership of scientific institutes, educational institutions and state institutions for social development on the basis of European and national priorities and post-war reconstruction of Ukraine on an innovative, highly intellectual, high-tech and highly patriotic basis.

Leadership of the Academy:

Target development priorities and main objectives of the Academy:

  • national leadership in the sciences of education, pedagogy and psychology;
  • link with practice and improve the implementation of research results in social and educational practice;
  • development of competitive national education;
  • education of nationally conscious and united, patriotic citizens;
  • scientific and methodological support and practical assistance to victims of the war and participation in the post-war revival of Ukraine;
  • full integration into the European (international) educational and research spaces;
  • modernizing the methodology of scientific research in the field of education;
  • relevance, efficiency and effectiveness of scientific and educational activities;
  • positive image (brand), high reputation and authority in society;
  • digitalization.
Implementation of the outlined objectives is carried out by five departments:
  • Philosophy of Education, General and Preschool Pedagogy (Academician-Secretary Svitlana SYSOIEVA);
  • Psychology and Special Pedagogy (Academician-Secretary Vitalyi PANOK);
  • General Secondary Education and Digitalization of Educational Systems (Academician-Secretary Oleksandr LIASHENKO);
  • Professional Education and Adult Education (Academician-Secretary Nellia NYCHKALO);
  • Higher Education (Academician-Secretary Petro SAUKH).
The departments unite 10 scientific institutes - the Institute of Pedagogy, the G.S. Kostyuk Institute of Psychology, Ivan Zyazyun Institute of Pedagogical Education and Adult Education, Institute of Education Problems, Mykola Yarmachenko Institute of Special Pedagogy and Psychology, Institute of Social and Political Psychology, Institute of Higher Education, Institute of Digitalization of Education, Institute of Professional Education, Institute of Gifted Child, as well as the Ukrainian Scientific and Methodological Centre for Practical Psychology and Social Work, The University of Educational Management and V. Sukhomlinskyi State Scientific and Educational Library of Ukraine.

The total number of members of the NAPS of Ukraine is 150 people, of which 68 are full members (academicians) and 82 corresponding members. Foreign members - 26 people, honorary academicians - 27 people. 813 scientists work in scientific institutions, of which 149 doctors and 264 candidates of science. Scientists of institutions and members of the academy perform 107 scientific studies in 19 scientific areas.

The total number of members of the National Academy of Educational Sciences of Ukraine is 150 people, 68 of which are full members (academicians) and 82 - corresponding members, foreign members - 33, honorary academicians - 27. 813 scientists work in scientific institutions, 149 of which are doctors and 264 - candidates of sciences (Ph.D). Scientists of the institutions and members of the academy are carrying out 107 scientific studies in 19 scientific areas. 

The main achievements of the Academy in recent years:

- substantiation of conceptual principles and expert participation in the development of educational legislation of the new generation, consistent with the best world and European practice and capable of ensuring the integration of Ukrainian education into the European spaces of education, professional education and training, higher education, research, implementation of the Association Agreement between Ukraine and the EU and fulfilment of the requirements as a candidate country for EU membership. Scientists of the Academy were directly involved in the development of state standards of the initial, basic and specialized secondary education, National Qualifications Framework, National Educational Glossary, Strategies for the development of higher education in Ukraine for 2022-2032, the Laws of Ukraine "On Higher Education," "On education," "On professional pre-higher education," "On complete secondary education," "On scientific and scientific and technical activities," as well as draft laws "On preschool education," "On professional education," etc.;

- Development of the Concept of education for children of early and preschool age;

- methodical and meaningful development together with the Ministry of Education and Science of Ukraine of new standards of education at all levels (from preschool to higher) on a competence basis, that determine the activities of each educational institution. In particular, in the context of the Concept "New Ukrainian School," on the proposal of the Ministry of Education and Science of Ukraine, the Cabinet of Ministers of Ukraine approved state standards for primary (grades 1-4), basic secondary education (grades 5-9). In cooperation with the relevant ministry, the Conceptual Principles of Specialized Secondary Education and the draft State Standard of Specialized Secondary Education (grades 10-12) were developed;

- methodical and meaningful development in accordance with the new education standards of effective educational and training programs. According to typical educational programs for grades 1-2 and 3-4 of the elementary school of the authorship of scientists of the Institute of Pedagogy under the leadership of Academician O. Ya. Savchenko, more than 55% of teachers and 60% of students of the corresponding grades of schools in Ukraine work, and their effectiveness is recognized as the highest. Based on the standard educational program for grades 5-9, scientists of this Institute developed a set of agreed model curricula for grades 5-6 in all subjects of basic secondary education;

- creation of textbooks, primarily for complete general secondary education, in particular, the preparation of their complete set for each corresponding grade, their interdisciplinary and inter-level coordination (as well as model curricula for subjects) based on the experimental work of academy scientists in schools. In general, for the New Ukrainian School in 2018-2022.168 textbooks were created, which are used by the most schools in Ukraine, including 28 textbooks for children with special educational needs. The Academy has developed more than 80% of all software and methodological support of the educational process for children with special educational needs;

- creation of concepts and methods of national-patriotic education, which are the basis of a number of state decisions and the effectiveness of which is confirmed by the high level of national consciousness and patriotism of the young generation of citizens of Ukraine, manifested during the Russian war against Ukraine. Among the latest developments: Strategy of military-patriotic education of children and youth in the education system of Ukraine; Concept of education of children and youth in the digital space and the Concept of implementation of media education in Ukraine;

- Amendments to the curriculum " Defense of Ukraine," on the basis of which the educational process is carried out in institutions  of general secondary education in the specified direction in grades 10 and 11. In particular, to Section 5. "Tactical training" of the current Program: Topic 5 added. "Drones and their use for military purposes";

– development of digitalization of educational systems, the latest methods of creating a learning environment and implementing the educational process using cloud-based methods and distance learning forms, formation of relevant digital competencies of students, pedagogical, scientific-pedagogical and scientific workers, especially relevant in the conditions of the challenges of the military invasion of the Russian Federation into Ukraine, the post-war reconstruction of the country, and earlier – the global COVID-19 pandemic, creation of the Electronic Library of the Works of Scientists of the Academy with a total number of downloads of over 11 million from 147 countries of the world (most of them in Ukraine, the USA, Germany); publication of one of the best electronic scientific journals in Ukraine – “Information Technologies and Learning Tools”, which is indexed in the scientometric database WebofScienceCoreCollection and whose services are used in 198 countries, as well as the development of the Ukrainian Electronic Encyclopedia of Education, which will replace the two printed editions of the first fundamental Encyclopedia of Education in Ukraine (2008, 2021) previously prepared at the Academy;

– improving advanced training programs for various categories of educators, in particular using digital technologies, according to which in 2010-2022 the University of Educational Management of the Academy, scientific institutions of the National Academy of Educational Sciences of Ukraine provided advanced training to about 80 thousand managerial, scientific-pedagogical and pedagogical personnel of education, of which almost 55 thousand were on state orders;

– creating conditions for effective scientific and expert activities and professional translations of international documents on education, youth, children, primarily at the requests of the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry of Education and Science of Ukraine, other state authorities (830 expert opinions were provided in 2010-2022), training in 2011, 2016 and 2021. National Report on the State and Prospects for the Development of Education in Ukraine for the relevant periods, in particular in English and German, which have become the only systematic scientific and analytical reviews of the development of the educational sphere in the country, preparation and submission in 2019-2022 to state bodies of a number of scientific and analytical reports on the current problems of the development of education in the context of global challenges, martial law in Ukraine;

– provision of scientifically substantiated proposals to the Recovery Plan of Ukraine in wartime regarding projects of the program for the recovery of the educational and scientific spheres, review and approval with the Ministry of Defense of Ukraine and the Ministry for Strategic Industries of Ukraine of the scientific topics of research of the National Academy of Educational Sciences of Ukraine in 2022 and for 2023;

– participation in the development of the National Strategy for the Development of Education and Science until 2030, initiated by the Ministry of Education and Science of Ukraine, in particular, scientists of the Academy actively participated in the survey and preparation of proposals on problems in education and science in the following areas: preschool education, secondary education, extracurricular education, professional education, higher education and science; participated in facilitation sessions to discuss strategic goals for the development of the industry in specific areas.

Implementation of the relevant action plans of the National Academy of Sciences of Ukraine:

on the implementation of the Recommendations of the hearings of the Verkhovna Rada of Ukraine Committee on Education, Science and Innovation on the topic "Educational losses and educational gaps at the level of general secondary education: measurements and mechanisms for overcoming" (May 11, 2023);

on the implementation of the Recommendations of the hearings of the Verkhovna Rada of Ukraine Committee on Education, Science and Innovation on the topic "Restoration of education on the deoccupied territories" (May 25, 2023)";

on the implementation of the Law of Ukraine "On the Basic Principles of the State Policy in the Field of Establishing Ukrainian National and Civic Identity";

on the introduction of the Concept of Implementation of the State Policy in the Field of Reforming General Secondary Education "New Ukrainian School";

on the implementation of the National Strategy for Creating a Barrier-Free Space in Ukraine for the Period Until 2030;

on the popularization of natural sciences and mathematics until 2025;

on the implementation of the operational plan of measures for 2022-2024 for the implementation of the Strategy for the Implementation of Gender Equality in Education by 2030

– adjustment of the topics of scientific research in connection with the armed aggression of the Russian Federation, the occupation of part of the territories of Ukraine, the displacement in 2014 of about 1.2 million children and adults, burdened by the spread of the COVID-19 pandemic since 2019 and the beginning of a full-scale Russian war against Ukraine in 2022.

– prevention and overcoming post-traumatic syndromes in various categories of the population as a priority task of the Academy′s psychologists. For this purpose, effective methods have been developed and practical activities have been organized. In total, about 500 thousand different categories of psychologically traumatized population received psychological assistance from the Academy′s scientists during 2014-2022, in particular in the system of practical psychology and social work in education. Large-scale sociological surveys of the psychological state of the population have been conducted, related both to the emerging challenges and threats in general, and to the implementation and perception of reforms in the educational sphere in particular. In Ukraine, a system of scientific and methodological psychological support for education has been created with the leading role of the National Academy of Educational Sciences of Ukraine;

– an increase in publication activity and efficiency. According to the results of scientific research in 2022, members of the Academy and scientists of scientific institutions published about 2.5 thousand works, including 63 monographs, 32 textbooks, 129 curricula and manuals, 59 methodological manuals and recommendations, 16 dictionaries and reference books, 44 collections of scientific works, 995 articles in professional publications and more than 1.1 thousand other types of publishing products; about 160 mass scientific and practical events have been held. As part of the implementation of the Action Plan for the 30th anniversary of the National Academy of Educational Sciences of Ukraine, the monograph “National Academy of Educational Sciences of Ukraine: 1992-2022” (https://lib.iitta.gov.ua/731806/) was prepared and published, dedicated to highlighting the periods of formation and development of the National Academy of Educational Sciences of Ukraine, its departments, scientific institutions and their teams; revealing the historical role of the National Academy of Educational Sciences of Ukraine in the formation and development of the national education system. In 2022, by the 30th anniversary of Ukraine’s independence, the National Academy of Educational Sciences of Ukraine translated into German and published the monograph “National Report on the State and Prospects for the Development of Education in Ukraine”.

An important component of scientific research is experimental activity, which is carried out on the basis of more than 1.7 thousand educational institutions, about 700 of which are approved by the Ministry of Education and Science of Ukraine. Under the scientific guidance of scientists of the National Academy of Educational Sciences of Ukraine, 19 all-Ukrainian experiments are being conducted.

The Academy and its scientific institutions are the founders and co-founders of 42 scientific periodicals (founders/co-founders - NAES of Ukraine and its scientific institutions), among them 32 (76%) belong to categories "A" and "B" of the List of Scientific Professional Publications of Ukraine, 37 (88%) assign DOI to articles, 76% of publications place full texts in open access, supporting the "Open Science" initiative. Among them: the electronic scientific periodical "Information Technologies and Learning Tools"; the English-language scientific periodical of the NAES of Ukraine "Education: Modern Discourses"; the open access scientific periodical "Bulletin of the National Academy of Educational Sciences of Ukraine".

The Interdepartmental Council for the Coordination of Scientific Research in the Field of Education, Pedagogy and Psychology operates under the Presidium of the NAES of Ukraine. In 2022 211 topics of dissertation research were considered with the participation of 80 leading scientists of Ukraine. Compared to the previous period, the number of dissertation research on the issues of professional training of military personnel, the formation of their psychological readiness for professional activity has significantly increased.

The institutions of the Academy train scientific and scientific-pedagogical personnel through postgraduate and doctoral studies, in which more than 300 postgraduate students and about 40 doctoral students study. There are 7 specialized academic councils for the defence of doctoral dissertations in the field of pedagogical, psychological and philosophical sciences. During 2022, 15 public defences of dissertations were held in one-time specialized academic councils.

The NAES of Ukraine actively cooperates with committees of the Verkhovna Rada of Ukraine, the Ministry of Education and Science, the National Academy of Sciences and national sectoral academies of sciences of Ukraine, universities and other educational institutions, and public organizations.

The international activities of the National Academy of Educational Sciences of Ukraine are implemented through the active participation of scientists of the National Academy of Educational Sciences of Ukraine in about 40 international scientific and educational projects and programs of the American Councils for International Education, the British Council in Ukraine, the Visegrad Found, the European Union, the European Training Foundation, the UN Office in Ukraine, the DVV International Office in Ukraine, UNESCO, UNICEF and other international organizations and foundations.

Joint meetings of the Committee of Pedagogical Sciences of the Polish Academy of Sciences and the Presidium of the National Academy of Educational Sciences of Ukraine are regularly held.

In crisis conditions during martial law, scientists of the National Academy of Educational Sciences of Ukraine continue to work selflessly to improve the scientific and methodological support for the functioning and development of the national education system, which is important for ensuring victory in the war unleashed by Russia and the post-war reconstruction of Ukraine on an innovative, high-tech and highly motivated basis and European integration. The scope of research is expanding, and cooperation with European partners is deepening to further resist the Russian war of aggression in Ukraine and protect the Ukrainian nation in the name of a common European future.
